Fine Review, Withdrawal & Private Parking Notice Dispute
Speeding or camera fine, parking or council infringement, or a private car-park 'breach notice'? A formal review request to the issuing authority written to your state's grounds, forms and deadlines — mistaken identity, driver nomination, special or exceptional circumstances, faulty signage or device, clean-record caution — or, for a private car park, a letter disputing the so-called fine as an unenforceable penalty.
What this document does
- A formal review request to the issuing authority written to your state's grounds, forms and deadlines — mistaken identity, driver nomination, special or exceptional circumstances, faulty signage or device, clean-record caution — or, for a private car park, a letter disputing the so-called fine as an unenforceable penalty.
- Records the facts that matter on paper: issuing authority / operator, notice type, number, offence date, issue date and amount, vehicle registration, nominated driver (name, licence, address).
- Sets a clear deadline and spells out what happens if they ignore it.
- Cites the right Act, regulator and tribunal for your state — all eight states and territories covered.
- You review the draft first; we only send it to the other party on your say-so.
What we'll ask you
Plain-English questions, one at a time. No legal knowledge needed — if you don't know an answer exactly, your best estimate is fine.
- Who issued the notice? The authority or company named on it — e.g. Revenue NSW, Fines Victoria, Queensland Police, a council, a toll company, or a private operator such as Wilson Parking, Secure Parking or Care Park.
- Tell me what happened — what the notice says you did, where and when, whether you were the driver, and why you think it shouldn't stand.
- The notice details: what type (speed camera, red-light camera, police-issued, parking, other council fine, toll, private car park breach notice), the notice number, the date of the offence, the date on the notice, and the amount.
- What is the registration of the vehicle on the notice?optional
- What ground(s) do you rely on? For example: I wasn't the driver; wrong vehicle or plate; signage missing or unclear; faulty camera; genuine emergency; a medical condition, homelessness or family violence contributed; I had a valid permit or ticket; I've already paid; private car park notice.
- If you weren't driving: the driver's full name, licence number and address.optional
- What evidence do you have? Photos of the signs or location, dashcam, a medical letter or hospital record, receipts, permit or ticket, witness details, or a statutory declaration from the actual driver.optional
- How long have you held your licence, and have you had any fines, demerit points or review requests in the last 10 years? Say 'none' if clean.
- What outcome are you asking for?
- Do you have an email address for the issuer? It is usually on the notice.optional

Fine Review Request — drafted to the right state law
One document, eight jurisdictions. We only ever cite the Act, regulator and tribunal for your state, so nothing from another jurisdiction bleeds into your fine review request.
New South Wales
A person issued with a penalty notice may apply for a 'request for review' under s 24A to Revenue NSW (for penalty notices payable to the Commissioner, including camera, police and most council fines) or to the issuing agency, stating the grounds and attaching evidence.
Victoria
Infringements Act 2006 (Vic) and Fines Reform Act 2014 (Vic). A person served with an infringement notice may apply for internal review under s 22 to the enforcement agency that issued it — Fines Victoria for camera and most state fines, Victoria Police for police-issued fines, the council for parking — on one or more of the statutory grounds.
Queensland
State Penalties Enforcement Act 1999 (Qld). A person served with an infringement notice has 28 days from the date of the notice to pay, apply for a payment plan, or elect to have the matter decided by the Magistrates Court.
Western Australia
Road Traffic (Administration) Act 2008 (WA), Criminal Procedure Act 2004 (WA) Part 2 and Fines, Penalties and Infringement Notices Enforcement Act 1994 (WA).
South Australia
Expiation of Offences Act 1996 (SA). A person given an expiation notice by SA Police, a council or another issuing authority may apply in writing to that authority under s 8A, within 30 days of the notice, for a review on the ground that the offence was trifling (for example a minor or technical breach in circumstances where a caution was appropriate); if the authority agrees, it must withdraw the notice.
Tasmania
Monetary Penalties Enforcement Act 2005 (Tas). A person issued with an infringement notice has 28 days from its issue to pay, apply for a payment arrangement, apply to the issuing authority to have the notice withdrawn, nominate the responsible driver, or lodge a notice of election under s 21 to have the matter heard by the Magistrates Court of Tasmania.
Australian Capital Territory
Road Transport (General) Act 1999 (ACT). A person served with a traffic, parking or camera infringement notice has 28 days from the date of service to pay, apply to Access Canberra (Infringement Review Office) — or to ACT Policing for a police-issued notice — for withdrawal of the notice or for extra time to apply, lodge a declaration, dispute liability, or enter an infringement notice management plan.
Northern Territory
Fines and Penalties (Recovery) Act 2001 (NT). An infringement notice must state that the person may expiate the offence by paying the prescribed amount within 28 days after service.
